- During the review of all booking and releases for the first quarter of 2017, a major area of concern was identified. The Frio County Lock-Up Facility is housing inmates past the maximum 72-hour time limit. In January and February, nine inmates were identified in each month held over 72 hours. So far in March, 3 inmates have been identified that were held over the maximum 72 hour time limit.
- Currently, the administration does not have an established procedure to identify incoming inmates and/or process them through the VRSS System as required.
- During the review of visual face-to-face observations for the facility, the welfare checks were consistently over the 30 minute requirement. The facility operates as a 72 hour lock up and all inmates are kept in the holding cells which requires the 30 minute observation.
- After reviewing the Annual Health Inspection report, it was determined that the kitchen has not been inspected since October 22, 2015 and is now past due.
