Notes and Summary

• The jail staff are not notifying the magistrate as required by Article 16.22 of the Code of Criminal procedures. It was also determined that the jail staff are not always completing the mental health/suicide screening form in its entirety. The jail supervisors are not signing the bottom of the screening form as required.
• While conducting a walk-through of the facility, multiple intercoms were observed to be absent or inoperable from inmate occupied areas including all of the holding and detoxification cells. It should be noted that this facility received technical assistance regarding inoperable and absent intercoms during the 2017 annual inspection.
• Contraband was identified in many of the inmate housing areas to include multiple razors that were missing the blades and tattooing paraphernalia. This inspector feels that the evidence of contraband found poses a threat to the safety and security of inmates and facility staff.
• Several maintenance issues were observed during the walk through of the facility that were observed to be unsafe, unclean and unsanitary as required by minimum jail standards.

Geo, another private jail in Texas, fails the CCP 16.22 checks as often as La Salle. Despite repeated violations for failing to properly identify individuals with mental health needs, the private jail continues to operate in Texas.
