Notes and Summary

During the review of TCOLE licensing, two staff members were noted to have had a break in service on their Jailer licenses. One Jailer’s temporary license expired on March 1, 2022, and a permanent license was not granted by TCOLE until August 2, 2022. This lapse resulted in the Jailer performing the duties of a Jailer without a valid license for 5 months. A second Jailer’s temporary license expired on November 20, 2023, and a permanent license was not granted by TCOLE until December 12, 2023. This lapse resulted in the Jailer performing the duties of a Jailer without a valid license for 22 days. The administration advised that both staff members worked as jailers within the facility during their respective breaks in service following the expiration of the temporary licenses. Licensing issues were noted as a Deficiency on a comprehensive inspection conducted in July 2022.
